Understanding the Prince Edward Island Provincial Nominee Program

Why Prince Edward Island?

According to a recent KPMG Study on business costs, Prince Edward Island is one of the lowest business cost locations in the G7. PEI businesses are characterized by single-digit turnover rates and high labour participation of 65.9% (March 2016) according to Statistics Canada. The location of PEI and its year-round ports give it excellent access to European and North American markets.

Prince Edward Island is a conducive place to bring up a family because it offers affordable housing, peaceful communities, light traffic, universal public healthcare, fabulous beaches and other recreational amenities and facilities, exceptional cultural life, and great schools.

What is the Prince Edward Island Provincial Nominee Program?

Prince Edward Island is home to just 140,000 people. The PEI government, in realization that it needs skilled labour for the growing service and tourism industries, established the Prince Edward Island Provincial Nominee Program (PEI PNP). This program is divided into 2 categories namely Business Impact and Labour Impact, each of which has sub-categories/streams that have different eligibility criteria.

Applicants under the program have to apply through the federal Express Entry. The PEI Office of Immigration determines nominates applicants based on its particular requirements at the time while the Express Entry system filters the applicants, not only considering the nomination from the PEI government, but also other factors like age, work experience, education levels, French/English language proficiency, adaptability, and several others. Express Entry factors are meant to determine if the person would fit into the Canadian economy and society.

How to apply for the program?

To apply for the program, begin by creating an online Express Entry profile on the IRCC (Immigration, Refugees and Citizenship Canada) site. You then indicate an Expression of Interest (EOI) to immigrate to PEI. If the PEI Office of Immigration accepts your application, you will get a nomination certificate that will be uploaded to the Express Entry system. You will get 600 points (out of a possible 1,200), meaning you will have a high chance at the Express Entry draw.

You could also make an application directly to the PEI Office of Immigration. If your Expression of Interest (EOI) is accepted, you will get a nomination certificate then be required to create an online Express Entry profile and to upload the certificate and other information.

If you are picked in the draw, you will get an Invitation to Apply (ITA) for permanent resident status. This gives you peace of mind and allows you to settle down (including buying a home and starting a business) and it leaves you one step away from Canadian citizenship.

Why PEI PNP Application should be Left to a Lawyer

The two PEI PNP categories have different sub-categories or streams, all with different eligibility criteria. Figuring out the category and sub-category to apply under is not always easy, but it is important because even having the wrong subject in the application, let alone leaving some information out, will void your application. The two categories and sub-categories are:

  • Business impact category, with 100% ownership, partial ownership, and work permit streams
  • Labour impact category, with skilled worker and critical worker streams

If you are applying under a stream that requires a certain minimum book value or a certain minimum net worth, we will assist you to reconcile your assets.

If there is a requirement to provide a business plan, we will assist you to come up with one.

Language proficiency is proven through such tests as IELTS. We will guide you on how to get the minimum overall score required.

Hiring us helps you manage your expectations. If you do not have a provincial nomination, you will be prepared for anything. If you have the nomination, you will know you have a high chance of getting an ITA.

A lawyer offers you convenience. There is a lot of logistics involved, including filing paperwork, seeking certification by relevant professional organizations, and paying applicable fees.
